The Grand Imam of Al-Azhar, the top religious?authority for Sunni Muslims, on Wednesday urged Islamist militants in the?Philippines to free a reporter with Al-Arabiya news channel seized in June.??Sheikh Ahmed al-Tayeb called upon kidnappers to ?revert to right and?religious principles? which stress that kidnapping and terrorism are prohibited,? in a statement released by his office in Egypt?s capital.

?He urged the kidnappers of Bakr Atyani, a Jordanian journalist working for?Dubai-based Al-Arabiya, to set him free and let him ?return safely? to his?family.

??This shameful act of kidnapping, terrorism and putting risking the lives?of people for a small sum of money, contradicts the principles of Islam,??Tayeb said.

Atyani and two Filipino crew members went missing last June on the remote?Philippine island of Jolo, which is notorious for Islamist militants and?kidnappings, and a stronghold of the Abu Sayyaf small Islamist movement that?has been blamed for most of the country?s attacks and kidnappings.

Earlier this month, the militants released the two crew members, who said?they were separated from Atyani on the fifth day of their captivity.? Abu Sayyaf group was founded with seed money from Osama bin Laden?s Al?Qaeda network to fight for an independent Islamic state, though it later nturned into a criminal gang.

US special forces have been rotating in the southern Philippines for more?than a decade to train local troops in crushing Abu Sayyaf which is on?Washington?s list of wanted foreign terrorist organisations.

Enlightened, Season 2

When early looks at Enlightened began to make the rounds, they foretold a series about a woman unhinged, an Almodovarian campfest anchored by a fierce Laura Dern. Jagged-jawed, with rivers of mascara running from her eyes, Dern?s face filled sublime early posters and trailers, and the opening moments of the pilot episode did not disappoint. We first meet Amy Jellicoe in a toilet stall face down, contorted and crying, before she launches into a swift but utterly devastating meltdown. Before those three minutes finally end with Amy prying open an elevator door and shrieking epithets at a former lover, the scene likely scared off half the show?s potential audience in one frantic swoop.

Those who stuck around, of course, have found an incredibly sensitive series about the joys, process, and marked perils of reinvention. The end of the second season this weekend will feel more like an end to one extended miniseries: Creator Mike White has said that though he always envisioned Enlightened as a series about a whistleblower, he simply got too lost in his characters to jam that entire plot into a single season. Instead he has brought the arc full circle with this cycle of episodes, tracing Amy?s journey from professional and personal ruin to self-styled revolution, and, finally, back to an uncertain future not unlike when we first met her.

So it was fitting that Sunday?s penultimate episode, ?No Doubt,? ended on a kind of mirror of that pilot sequence. With Amy?s supposedly rebuilt life collapsing?she finally realizes she has no job, and Jeff says they shouldn?t see each other?we saw a familiar, ominous look in Amy?s eyes as she marched out of his Los Angeles apartment to her car. She climbed in crying and desperately grabbed the steering wheel. Then someone honked. And honked. As Amy flew out of her car, the shaken honker told her she just wants to parking space. ?That?s all you want?? Amy screamed. ?That?s all you fucking want??

That we seem to be essentially where we began in this moment doesn?t diminish the series? journey so far. Amy?s recovery began as a personal reinvention, but after she had her epiphany in Hawaii, she returned to find the same world that had sucked the life out of her. Her plan to take down Abaddon, and her bumbling double life as a whistleblower, have been a gloss?a fantasy she is finally realizing could leave her even more profoundly in flux than she was before.

When Amy is finally through yelling, she smashes into several cars, another old pastime, and speeds down the long, endless road ahead. She clearly doesn?t know where she?s going.

Germany, Italy in spat over 'clowns' jibe

BERLIN ? Italian President Giorgio Napolitano canceled a dinner with the German opposition's chancellor candidate on Wednesday after he described Italian former premier Silvio Berlusconi and comic-turned-politician Beppe Grillo as "clowns."

Peer Steinbrueck, a Social Democrat who will take on Chancellor Angela Merkel in Germany's next national election in September, has a reputation for gaffes, and his remark created the first diplomatic incident of his accident-prone campaign.


Steinbrueck said on Tuesday he was "appalled that two clowns have won" Italy's Feb. 24-25 election. The vote was actually inconclusive with no party gaining a majority, although Grillo's protest party surged dramatically.

Peer Steinbrueck, an opposition candidate to become Germany's next chancellor, referred to two of Italy's top election finishers as "clowns.

Napolitano, an 87-year-old former communist with no natural affinity for Berlusconi or Grillo, now faces the difficult task of trying to appoint a coalition government.

Italian media said he had expressed concern about "populism" after the election result in a private meeting during his visit to Germany, but these comments could not be confirmed.

As head of state, he may have felt duty-bound to defend the dignity of Italy's political institutions.

The German candidate's spokesman said Napolitano canceled "because of Steinbrueck's remarks on Tuesday" and added that the Social Democrat politician "understood Napolitano's domestic political reasons for canceling."

Napolitano's spokesman was unavailable for comment.

Napolitano and Steinbrueck had been scheduled to meet over dinner at a Berlin hotel. Napolitano, who visited Munich on Tuesday and Wednesday, was due to meet Merkel in the German capital on Thursday.

'Testosterone boost'
Steinbrueck made it absolutely clear in his comments to a party rally in Potsdam he was referring to Grillo and Berlusconi, calling the latter "clearly a clown with a testosterone boost."

"My impression is that two populists won," he said.

Berlusconi, a scandal-ridden billionaire media mogul, is very unpopular in Germany and is assailed often in the media.

But Steinbrueck did himself no favors with his frank talk.

German politicians are expected to strike a serious tone and refrain from interfering in the internal affairs of European partners. On Twitter, some commentators dismissed the acerbic Steinbrueck as the "real clown."

Italy's elections, which threaten to tip the euro zone back into crisis, showed a big swell in support for Grillo's 5-Star Movement and a surprisingly strong result for Berlusconi. He had been expected to lose heavily to the center left, which won the lower house but not the senate.

Both Grillo and Berlusconi campaigned against the austerity measures implemented by technocrat Prime Minister Mario Monti at the urging of Germany's conservative chancellor Merkel.

Grillo, in his popular blog, laid into Merkel for imposing German-style fiscal austerity on Italy. Berlusconi has made more personal attacks on Merkel, whom he blames for his fall from power in 2011 because of her hesitancy on bailouts.

Berlusconi, who has been sentenced for tax fraud and is on trial accused of having sex with an under-aged prostitute, is reported to have made rude remarks about Merkel's appearance in a phone call wiretapped by investigators, though he denies this.

Steinbrueck made waves with undiplomatic statements when he served as finance minister under Merkel between 2005 and 2009, for example referring to the Swiss as Indians running scared from the cavalry during a crackdown he led on tax havens.

Couple reported missing in Peru turn up on boat

(Reuters) - A young California couple reported missing and feared kidnapped while on a cycling trip through Peru have turned up on river boat in the Andean nation, the mother of one the pair said in an online statement posted on Tuesday.

Garrett Hand and his girlfriend, Jamie Neal, had last been heard from by friends and family about a month ago. Hand's mother said in a Facebook message that she was informed by the U.S. Embassy and Peruvian authorities that the couple had since been spotted in a remote village and were now on a boat, but she gave few other details of their whereabouts or well-being.

ABC News, citing an account from Peru's tourism ministry, has reported that the couple were safe and surprised to hear that a search had been organized for them as they traveled by boat from Peru to Ecuador.

Pope recalls 'joy,' difficulties in final audience

VATICAN CITY (AP) ? Pope Benedict XVI bid an emotional farewell Wednesday to his flock on the eve of his retirement, recalling in his final speech as pontiff moments of "joy and light" during his papacy but also times of difficulty when "it seemed like the Lord was sleeping."

An estimated 150,000 people flooded St. Peter's Square for Benedict's last general audience, eager to show their support and bear witness to the final hours of a papacy that will go down in history as the first one in 600 years to end in resignation rather than death.

Benedict clearly enjoyed the occasion, taking a long victory lap around the square in an open-sided car and stopping to kiss and bless half a dozen babies and infants handed to him by his secretary. Seventy cardinals, some tearful, sat in solemn attendance ? then gave him a standing ovation at the end of his speech.

Benedict then made a quick exit, foregoing the typical meet-and-greet session that follows the audience as if to not prolong the goodbye.

Given the historic moment, Benedict also eschewed his typical professorial Wednesday catechism lesson and instead gave a personal, heartfelt final address, explaining once again why he was retiring but assuring his flock of 1.2 billion that he was not abandoning them.

"To love the church means also to have the courage to take difficult, painful decisions, always keeping the good of the church in mind, not oneself," Benedict said to thundering applause.

He noted that a pontiff has no privacy ? neither as pope, nor in his future role as emeritus pope: "He belongs always and forever to everyone, to the whole church."

During his eight years as pope, Benedict said he had had "moments of joy and light, but also moments that haven't been easy ... moments of turbulent seas and rough winds, as has occurred in the history of the church when it seemed like the Lord was sleeping."

But he said he never felt alone, that God always guided him, and he thanked his cardinals and colleagues for their support and for "understanding and respecting this important decision."

The pope's tenure has been beset by the clerical sex abuse scandal, discord over everything from priestly celibacy to women's ordination, and most recently the betrayal by his own butler who stole his private papers and leaked them to a journalist.

Under a bright sun and blue skies, the square was overflowing with pilgrims and curiosity-seekers. Those who couldn't get in picked spots along the main boulevard leading to the square to watch the event on giant TV screens. About 50,000 tickets were requested for Benedict's final master class. In the end, the Vatican estimated that 150,000 people flocked to the farewell.

"It's difficult ? the emotion is so big," said Jan Marie, a 53-year-old Roman in his first years as a seminarian. "We came to support the pope's decision."

With chants of "Benedetto!" erupting often, the mood was far more buoyant than during the pope's final Sunday blessing. It recalled the jubilant turnouts that often accompanied him at World Youth Days and events involving his predecessor, Pope John Paul II.

Benedict has said he decided to retire after realizing that, at 85, he simply didn't have the "strength of mind or body" to carry on.

"I have taken this step with the full understanding of the seriousness and also novelty of the decision, but with a profound serenity in my soul," Benedict told the crowd.

He will meet Thursday morning with cardinals for a final time, then fly by helicopter to the papal residence at Castel Gandolfo south of Rome.

There, at 8 p.m., the doors of the palazzo will close and the Swiss Guards in attendance will go off duty, their service protecting the head of the Catholic Church over ? for now.

Many of the cardinals who will choose Benedict's successor were in St. Peter's Square for his final audience. Those included retired Los Angeles Cardinal Roger Mahony, the object of a grass-roots campaign in the U.S. to persuade him to recuse himself for having covered up for sexually abusive priests. Mahony has said he will be among the 115 cardinals voting for the next pope.

"God bless you," Mahony said when asked by television crews about the campaign.

Also in attendance Wednesday were cardinals over 80, who can't participate in the conclave but will participate in meetings next week to discuss the problems facing the church and the qualities needed in a new pope.

"I am joining the entire church in praying that the cardinal electors will have the help of the Holy Spirit," Spanish Cardinal Julian Herranz, 82, said.

Herranz has been authorized by the pope to brief voting-age cardinals on his investigation into the leaks of papal documents that exposed corruption in the Vatican administration.

Vatican officials say cardinals will begin meeting Monday to decide when to set the date for the conclave.

But the rank-and-file faithful in the crowd weren't so concerned with the future; they wanted to savor the final moments with the pope they have known for years.

"I came to thank him for the testimony that he has given the church," said Maria Cristina Chiarini, a 52-year-old homemaker who traveled by train from Lugo in central Italy with about 60 members of her parish. "There's nostalgia, human nostalgia, but also comfort, because as Christians we have hope. The Lord won't leave us without a guide."

'NanoVelcro' device to grab single cancer cells from blood: Improvement enables 'liquid biopsies' for metastatic melanoma

Feb. 22, 2013 ? Researchers at UCLA report that they have refined a method they previously developed for capturing and analyzing cancer cells that break away from patients' tumors and circulate in the blood. With the improvements to their device, which uses a Velcro-like nanoscale technology, they can now detect and isolate single cancer cells from patient blood samples for analysis.

Circulating tumor cells, or CTCs, play a crucial role in cancer metastasis, spreading from tumors to other parts of the body, where they form new tumors. When these cells are isolated from the blood early on, they can provide doctors with critical information about the type of cancer a patient has, the characteristics of the individual cancer and the potential progression of the disease. Doctors can also tell from these cells how to tailor a personalized treatment to a specific patient.

In recent years, a UCLA research team led by Hsian-Rong Tseng, an associate professor of molecular and medical pharmacology at the Crump Institute for Molecular Imaging and a member of both the California NanoSystems Institute at UCLA and UCLA's Jonsson Comprehensive Cancer Center, has developed a "NanoVelcro" chip. When blood is passed through the chip, extremely small "hairs" -- nanoscale wires or fibers coated with protein antibodies that match proteins on the surface of cancer cells -- act like Velcro, traping CTCs and isolating them for analysis.

CTCs trapped by the chip also act as a "liquid biopsy" of the tumor, providing convenient access to tumor cells and earlier information about potentially fatal metastases.

Histopathology -- the study of the microscopic structure of biopsy samples -- is currently considered the gold standard for determining tumor status, but in the early stages of metastasis, it is often difficult to identify a biopsy site. By being able to extract viable CTCs from the blood with the NanoVelcro chip, however, doctors can perform a detailed analysis of the cancer type and the various genetic characteristics of a patient's specific cancer.

Improving the NanoVelcro device

Tseng's team now reports that they have improved the NanoVelcro chip by replacing its original non-transparent silicon nanowire substrate inside with a new type of transparent polymer nanofiber-deposited substrate, allowing the device's nanowires to better "grab" cancer cells as blood passes by them.

Tseng and his colleagues were able to pick single CTCs immobilized on the new transparent substrate by using a miniaturized laser beam knife, a technique called laser micro-dissection, or LMD.

The researchers' paper on their improvement to the chip was published online Feb. 22 in the peer-reviewed journal Angewandte Chemie and is featured on the cover of the journal's March 2013 print issue.

"This paper summarizes a major milestone in the continuous development of NanoVelcro assays pioneered by our research group," Tseng said. "We now can not only capture cancer cells from blood with high efficiency but also hand-pick single CTCs for in-depth characterization to provide crucial information that helps doctors make better decisions."

Testing the improvements on melanoma

Using the new assay on patients' blood containing circulating melanoma cells (CMCs), Tseng's team was able to isolate and preserve single CMCs. Melanoma is a deadly type of skin cancer that is prone to spreading quickly throughout the body. The ability to capture and preserve single CMCs allows doctors to analyze melanoma cells' DNA structure, determine the genetic characteristics of the patient's cancer and confirm that the circulating cells remain genetically similar to the tumor they came from.

The preservation of single captured CMCs in this proof-of-concept study also allowed researchers to conduct an analysis -- called single-cell genotyping -- to find within the cell a specific target (BRAF V600E) for a drug called vemurafenib. BRAF V600E is a mutation in the BRAF protein that appears in approximately 60 percent of melanoma cases. Drugs that inhibit BRAF are able to slow and often reverse the growth of melanoma tumors.

"With this technology, we are getting closer to the goal of a widely clinically applicable liquid biopsy, where we can sample cancer cells by a simple blood draw and understand the genes that allow them to grow," said Dr. Antoni Ribas, a professor of medicine in the division of hematology-oncology, a Jonsson Cancer Center member and one of Tseng's key collaborators. "With the NanoVelcro chips, we will be able to better personalize treatments to patients by giving the right treatment to stop what makes that particular cancer grow."

Dr. Roger Lo, another key Tseng collaborator and an assistant professor in UCLA's department of medicine, division of dermatology, and department of molecular and medical pharmacology, was also optimistic about the new method.

"This scientific advancement -- being able to capture the melanoma cells in transit in the blood and then perform genetic analysis on them -- will in principle allow us to track the genomic evolution of melanoma under BRAF-inhibitor therapy and understand better the development of drug resistance," said Lo, who is also a member of the Jonsson Cancer Center.

Despite the Indian spinners sharing all 20 wickets in the opening Test, Australia skipper, Michael Clarke, played down the spin factor, and labeled the defeat on his side?s inability to perform as a unit.

In their first outing on Indian soil, the tourists were easily rolled over by the spin trio of Ravichandran Ashwin, Harbhajan Singh and Ravindra Jadeja, all of whom ensured that the hosts struck first blood in the four-match Test series.

The signs were ominous from the start after Ashwin claimed a quickfire five-for in the opening two sessions of the game. However, Clarke and debutant Moises Henriques steadied the innings and provided hope for the Aussie contingent, who then went onto compile a respectable 380 on the board.

With the pitch now offering appreciable turn, Indian spinners duly got into the act and dismissed the Aussies for 241, leaving their batters to chase a mere 50.

Ashwin remained the chief tormentor, collecting 12 wickets in the match, and was given good support by Harbhajan and Jadeja. In contrast, the Aussies were left to rue their bowling combination, which had three fast bowlers and the lone spinner in Nathan Lyon.

Lyon ended with match figures of 4 for 244, while the only pacer to offer support was James Pattinson, who claimed 6 scalps, including a five-wicket haul in the first innings. Clarke however, did not blame the team composition for the defeat but lamented his side?s poor showing in the second innings.

"Australian spin took three wickets in the first innings, fast bowling took a lot more," Clarke said. "That doesn't mean to say that playing three fast bowlers and a medium-pace all-rounder, we got that right. We need to assess, we need to look at conditions again and work out what we think is the best XI [in Hyderabad].?It's not just about selection, it's about how you perform, I don't think we bowled well enough in our first innings and we certainly didn't bat well enough in our second innings. "?

Italy's Berlusconi: ignore the 'crazy' markets

ROME (AP) ? Italy's post-election political paralysis is spooking financial markets. But former Premier Silvio Berlusconi, whose strong showing defied pro-Europe pundits who thought he was politically finished, insists a government can be formed.

The conservative leader said Tuesday that Italians should ignore the "crazy" markets. His center-left rivals won Parliament's lower house after votes were counted Monday. But they failed to win an absolute majority in the upper house.

Pro-Europe leaders, who were hoping Italy would stay the course of tough economic reforms, are rattled by the prospects of legislative gridlock. Berlusconi says having another election soon won't solve problems, and called on fellow leaders to "make some sacrifices," an apparent call for a coalition government.

Donor, Know Thy Charity: The Best, Biggest and Worst Nonprofits


Nearly everyone has felt the pinch of the economic slump in the past five years. But despite tough times, Americans tend to be a remarkably generous nation of people. According to Grantspace.org, based on recent reports from Giving USA Foundation?and the?Center on Philanthropy at Indiana University, ?Total charitable contributions by individuals, corporations, and foundations was an estimated $298.42 billion in 2011, up 4 percent in current dollars and 0.9 percent in inflation-adjusted dollars from a revised total of $286.91 billion in 2010.?

This breaks down to an average of nearly $1,000 for every man, woman and child in the nation. Not bad, right? But how much of that money is actually going to the causes we care about? How do we know if the sacrifices we make are feeding the hungry and housing the homeless, rather than lining the pockets of a corporate CEO?

There?s a lot of information floating around out there about who makes what, and how effective various charities are. Unfortunately, much of what is passed around is either outdated or totally inaccurate. So I decided to do my own investigation to see who are the best out there when it comes to putting my hard-earned charitable dollars to work, especially compared to some of the biggest, most popular nonprofits we tend to give to.

Of course, there are lots of criteria we could use in deciding where to give our money. Some prefer local organizations, where they can see direct results of their gifts, right in their own community. Others lean toward historically established, widely known nonprofits who have proven their staying power over time. And of course, there are factors like the organizational mission statement, their stance on particular social issues and whether that charity has been in the news lately (not always a good thing).

For my own purposes, I decided to boil it down to three factors: size, CEO compensation and organizational efficiency. Again, there are many ways to determine the latter, though having spent more than a dozen years in the nonprofit fundraising profession myself, the one that people tend to be most interested in is efficiency. The easiest way to measure this is to break out what percentage of the charity?s budget goes toward ?indirect,? or administrative costs (like the CEO, fundraising, and other administrative staff), compared with the amount committed to ?direct services.?

To be clear, ?direct services? doesn?t refer to money or goods given directly to those in need. Generally, it includes all staff and organization costs related to those direct services. So whereas a Vice President or a financial officer would be an indirect expense, a case manager or nurse ? along with direct assistance, meals and housing ? would be lumped together as direct expenses.

Finally, because there are literally more than a million charities in the United States, I wanted to boil my list down to those nonprofits that were large enough for most of us to know about them. So I looked only at organizations with annual budgets of $100 million or more.

THE BEST

So, given these factors, who are the best of the best? Following are five major-league top performers:

Don?t see your preferred charity on the list? Visit Charity Navigator yourself and look them up. This service assesses more than 6,000 nonprofits around the world. Another good resource is Guidestar, which posts nearly every nonprofit?s financial reports for public review.

Perhaps the best advice I can offer is to be as discriminating about the charities you support as you are about the products and services you pay for. Some of the most notorious charities make the most overtly emotional appeals, hoping to create a ?feel good? moment for donors. But every nonprofit organization should freely offer up their annual report and copies of their 990 financial statements upon request. If they won?t, chances are they?re either trying to hide something or they?re simply too disorganized to fulfill the request. Either way, the lack of transparency is telling.

An educated public is an empowered public. Tell your dollars where to go and hold those you entrust with your gifts accountable. Our collective impact yields far more than a warm, fuzzy feeling. We can change the world if we?re smart about it. Do your homework; it?s worth the extra effort.

Cuba: Raul Castro Plans To Retire In 2018, Signaling The End Of An Era (VIDEO)

HAVANA -- It's been more than 54 years since someone not named "Castro" led Cuba, and it will likely be five more.

But now islanders and exiles alike have finally been given a date for when the sun will set on brothers Fidel and Raul's longtime rule: 2018.

In accepting a new presidential term on Sunday, the 81-year-old Raul Castro announced that it would be his last. And for the first time, he tapped a rising young star, Miguel Diaz-Canel, to be his top lieutenant and possible successor.

"This will be my last term," Castro said, his voice firm.

Castro also said he hopes to establish two-term limits and age caps for political offices including the presidency, though he didn't specify what age.

As the new first vice president of the ruling Council of State, the 52-year-old Diaz-Canel is now a heartbeat from the presidency and has risen higher than any other Cuban official who didn't directly participate in the heady days of the 1959 revolution.

In his 35-minute speech, Castro hinted at other changes to the constitution, some so dramatic that they will have to be ratified by the Cuban people in a referendum. Still, he scotched any idea that the country would soon abandon socialism, saying he had not assumed the presidency in order to destroy Cuba's system.

"I was not chosen to be president to restore capitalism to Cuba," he said. "I was elected to defend, maintain and continue to perfect socialism, not destroy it."

Castro fueled interest in Sunday's legislative gathering after mentioning on Friday his possible retirement and suggesting lightheartedly that he had plans to resign at some point.

It's now clear that he was serious when he promised that Sunday's speech would have fireworks, and would touch on his future in leadership.

Cuba is at a moment of "historic transcendence," Castro told lawmakers in speaking of his decision to name Diaz-Canel to the No. 2 job, replacing the 81-year-old Jose Ramon Machado Ventura, who fought with the Castros in the Sierra Maestra.

Castro praised Machado Ventura and another aging revolutionary for offering to leave their positions so that younger leaders could move up.

Their selflessness is "a concrete demonstration of their genuine revolutionary fiber ... That is the essence of the founding generation of this revolution."

Castro said that Diaz-Canel's promotion "represents a definitive step in the configuration of the future leadership of the nation through the gradual and orderly transfer of key roles to new generations."

"Our greatest satisfaction is the tranquility and serene confidence we feel as we deliver to the new generations the responsibility to continue building socialism," he added.

On the streets of Havana, where people often express a jaded skepticism of all things political, there was genuine excitement.

"This is the start of a new era," said Roberto Delgado, a 68-year-old retiree walking down a street in the leafy Miramar neighborhood. "It will undoubtedly be a complicated and difficult process, but something important happened today."

"I'm mesmerized," added Regla Blanco, 48. "You thought that with all these old men, it would never end. I am very satisfied with what Raul said. He is keeping his promise."

Since taking over from Fidel in 2006, Castro has instituted a slate of important economic and social changes, expanding private enterprise, legalizing a real estate market and relaxing hated travel restrictions.

Still, the country remains ruled by the Communist Party and any opposition to it lacks legal recognition.

Indeed, several dozen anti-government protesters were detained across the island Sunday and held for a few hours for public disorder before being released, according to Elizardo Sanchez, a dissident who monitors human rights in Cuba.

Castro has mentioned term limits before, but he has never said specifically when he would step down, and the concept has yet to be codified into Cuban law.

If he keeps his word, Castro will leave office no later than 2018. Cuban-American exiles in the United States have waited decades for the end of the Castro era, although they will likely be dismayed if it ends on the brothers' terms.

Nevertheless, the promise of a change at the top could have deep significance for U.S.-Cuba ties. The wording of Washington's 51-year economic embargo on the island specifies that it cannot be lifted while a Castro is in charge.

In Florida, home to hundreds of thousands of Cuban exiles, some were skeptical that Castro's eventual retirement will change much.

"First we have to see if he lives another five years, and after we have to see what happens," said Raul Lopez Mola, an 81-year-old who abandoned Cuba in 1966 for a new life in Miami. "No one can predict what will happen in five years. For me, I don't think it has great importance."

"It would be more meaningful if Fidel Castro died," Lopez Mola added.

Fidel Castro is 86 and retired, and has appeared increasingly frail in recent months. He made a surprise appearance at Sunday's gathering, receiving a thunderous ovation from lawmakers.

Some analysts have speculated that the Castros would push a younger member of their family into a top job, but there was no hint of that Sunday.

While few things are ever clear in Cuba's hermetically sealed news environment, rumblings that Diaz-Canel, an electrical engineer by training and ex-minister of higher education, might be in line for a senior post have grown.

In recent weeks, he has frequently been featured on state television news broadcasts in an apparent attempt to raise his profile.

He also traveled to Venezuela in January for the symbolic inauguration of Hugo Chavez, a key Cuban ally who had been re-elected president but was too ill to be sworn in.

The 612 lawmakers sworn in Sunday also named Esteban Lazo as the National Assembly's first new chief in 20 years, replacing Ricardo Alarcon.

Lazo, who turns 69 on Tuesday, is a vice president and member of the Communist Party's ruling political bureau. Parliament meets only twice a year and generally passes legislation unanimously without visible debate.

The legislature also named as vice presidents of the ruling Council Machado Ventura; comptroller general Gladys Bejerano; second Vice President Ramiro Valdes; Havana Communist Party secretary Lazara Mercedes Lopez Acea; and Salvador Valdes Mesa, head of Cuba's labor union.

We Aren't the World: Why Americans Make Bad Study Subjects

The stakes Henrich used in the game with the Machiguenga were not insubstantial?roughly equivalent to the few days? wages they sometimes earned from episodic work with logging or oil companies.

Henrich's approach to the ultimatum game seems flawed. He mentions that he offers the equivalent of a few days wages, which is probably too much. The game is usually played for significant, but smaller sums, such as the value of a free lunch. For a sufficiently large starting sum, even tiny portions are enough to be worth something. For example, if you were asked to decide on a split of $200 out of a total $2000, you would probably want to spite the splitter. But you would also probably be overruled by your desire to get a free $200. It's only when we start looking at a smaller total with similar proportions -- say, $2 out of $20 -- that we start to see small portions being worth sacrificing to spite the other guy.

Proportionality is a bad metric in this scenario, and he should probably use some thing like "hours of equivalent labor" instead. (And in that case, he better hope everyone is used to making equal amounts of money in such an hour, which is certainly not true in Western societies.) By sticking to proportionality as a metric long after it becomes meaningless, Henrich buries the signal in noise. He has made it too easy for the splitter to "buy off" the decider.

The Pacific Standard description of the game also misses the point when they say that (for Western subject) the game tends towards and average 50/50 split. The average isn't nearly as interesting as the highest refused split/lowest accepted split, which tells you exactly how much someone is willing to sacrifice to spite the other party/the minimum "fair" proportion. This figure tends to be down near 30%. (It is up for debate how the subjects are internalizing this number as fair... whether it is closer to, say, "half of an even share (25%)," or "half of what the splitter makes (33.33%)," or some other figure.)

He is correct in that it will be culturally influenced. That is a big part of the point. In fact, when the experiment was originally devised, it was considered surprising that people would refuse any split at all. It is, after all, free money split between anonymous parties in exchange for no work at all. The reason people behave in this "illogical" manner is because reputation has worth, and if you want to avoid being cheated in society, it pays to have a reputation for being spiteful and willing to take a small loss to inflict punishment on those who wrong you. No transaction happens in a vacuum. The point is that the social gaming conditioning "leaks through" into our behavior even though the experimenter has (usually) done his best to remove all social components that would reward such spiteful behavior.

Now, Henrich has spent a few years doing this sort of thing, and it's been looked over by plenty of competent people, so I'm presuming his team's understanding is really not so shallow as it is presented here. But still, it is a bit odd to look at this collection of anecdotes that seems to demonstrate "culture matters" and come away with the conclusion that Westerners, and especially Americans, are weird. This is especially true when so many experiments of the previous century were aimed at identifying cultural behaviors and disentangling them from basic human response... in essence, all experiments which prove both that humans are similar (because they respond similarly under highly controlled conditions) and that culture matters (because that what influences them to behave slightly differently under different conditions). An experimenter has to be keenly aware of the culture under test, because experiments can amplify subtle differences if it doesn't account for them.

Cell scaffolding protein fascin-1 is hijacked by cancer

Feb. 22, 2013 ? A protein involved in the internal cell scaffold is associated with increased risk of metastasis and mortality in a range of common cancers finds a meta-analysis published in Biomed Central's open access journal BMC Medicine.

The protein, fascin-1, is involved in bundling together the actin filaments which form the internal scaffolding of a cell and are involved in cell movement. Though it is absent, or only present at a low level in normal epithelial cells, several small studies have shown fascin-1 to be increased in many carcinomas, but its role in metastasis and mortality risk has been uncertain.

Researchers from the University of Bristol combined and reanalysed data from 26 studies looking at five different types of carcinomas. The meta-analysis showed that increased fascin-1 was associated with increased risk of mortality in breast, colorectal and esophageal carcinomas but not in gastric or lung carcinoma. It was also associated with disease progression in breast and colorectal carcinoma, but not lung carcinoma. It was associated with local and distant metastasis in colorectal and gastric carcinomas but there was no involvement of fascin-1 in metastasis of esophageal carcinomas.

These results show that the picture is not simple and that different types of cancer are affected in different ways. The story of fascin-1 not only provides a biomarker and potential avenue for research into anti-cancer therapy but also demonstrates the complexity of cancer.

Josephine Adams and Richard Martin who led this study said, "Our results show that fascin-1 is associated with several types of human carcinomas. The results will help focus further research into fascin-1 as a marker and potential target for cancer therapy to the most relevant types of carcinomas."

Jamelia Little, a fourth year child and adolescent development major, said she was never informed of the supplementary health insurance offered to students through the Associated Students.

The campus should be more direct when it comes to informing students about health insurance options, she said.

?Sadly, I do not have insurance,??Little said.

Little said her health insurance was cut when she was 18?because her parents became unemployed, which forced her to go to the Student Health Center.

"I was kind of forced to attend the health center because I had no where else to go," ?she said.

SJSU students pay a mandatory health fee in their tuition that provides students with basic services for free but students who need outside hospitalization or treatment not available at the health center may need to purchase supplemental health insurance, according to Shawn Chan, finance and accounting manager.

Chan, who has been working at SJSU for almost 19 years, said when he first got the job student health insurance was already being provided to students.

The Student Health Insurance program is a contract with the CSU system and ?all other campuses have the same coverage," Chan said.

According to the Student Health Insurance booklet, some of the services covered are diagnostic X-ray and lab tests, emergency care, pregnancy and maternity care, preventative care and speech therapy.

During the?2009-10 fiscal year, a total of 705 students were enrolled in the Student Health Insurance Program, but the following two fiscal years?experienced an enrollment decrease?to a number of 340 students during 2011-12, according to Chan.

Chan said the drop in the students enrolled in the program was because of President Obama?s health reform.

?Due to Obama?s health reform the dependent age extended to 26 years old, and that resulted in the anticipated drop in student enrollment,? he said.

Under the student health insurance program students can go to the health center for minor treatment but for severe?treatment the health center will refer them to a hospital,?Chan said.

?The initial part is they have to go to the health center first for reference outside for special treatment in case the Health Center cannot do anything about it,? he said.

Jessica Silva, a senior liberal studies major, said she was not aware the school provided health insurance but she thinks it?s a good thing for students who aren?t covered.

?Its an excellent idea for the school to provide health insurance,? she said, ?especially for students who pay their way through school, don?t get benefits from a job they work or don?t have parents who provide health insurance for them.?

The four years Silva lived on campus she said she used the health center a total of three or four times.

The Student Health Program offers plans to students of all ages, their spouses and children, Chan said.

According to Chan, because the dependent?s age has been extended to 26, the most popular plan?is?for students ages 25?to 30.

?Different people can buy it (insurance) for one semester,? he said.

According to the Student Health Program booklet, for students age 25?to 30 who are interested in enrolling for the annual program, the price would be $3,874 but can go as high as $12,442 for students ages 50 and over.

For a spring?and summer?semester the cost would range from $1,668 to $7,239 for students, according to the booklet

Students who decide?they?d like to?enroll?or renew health insurance?can go to general services in the Student Union and grab a booklet, which has an enrollment form in the back, Chan said

According to Chan, students can also enroll online and pay by credit card. No payments go through the university, he said.

Real Estate Advance Indicators

Most of the commonly used real estate indicators are "interesting" but what do they actually tell you? Nationwide data such as new and existing home sales combine unrelated market conditions. For example, there is very little correlation between Detroit, Phoenix, Houston or San Diego. Mixing up all these statistics is called a ?national average?, which may be useful for glossy reports but is of no practical use in real life.? Furthermore, housing-related? data tend to report the past and have little predictive value for the future.

In order to see what is ahead, customized indicators are often necessary. Good data is typically localized to very small markets. Sometimes these localized indicators may be applicable to other markets, often they are not. If you are interested in, say, Las Vegas, there is very little need to understand market conditions in Atlanta. Back in the subprime era, around 2005 or 2006, I devised a few indicators to track the San Diego market. I first started following the percentage of vacant listings as an indicator of excess supply. I also looked at short sale and REO prevalence as an indication of imminent market collapse. Those indicators were invaluable in trading the subprime lenders who are no longer in existence.

Real estate is far more confusing today, as a result of government and Fed intervention. Are we at a bottom? Are we well on our way to recovery or are we blowing up another bubble? Since the announcement of QE infinity back in September of 2012, the Fed has purchased $335.5 billion worth of RMBS, at an annualized rate of $872 billion. How do we measure the effects of these unprecedented "throw-money-at-it" strategies?

At the moment, I am watching two indicators which should give us a hint regarding future market conditions:


1. Mortgage Rates. ?This is a very easy indicator to follow. Mortgage rates are posted daily. The Mortgage Bankers Association reports weekly loan application estimates.? Combining the two, we should be able to see if ?QE? is successful in keeping rates low, and the effects on the mortgage market. The following chart is available daily at the
Mortgage News Daily website. By the way, MND is an excellent source of industry related information from the ground level.

I believe that if mortgage rates remain stable and fluctuate in a tight range, the stimulating effect of the low rate will be over and loan applications should fall gradually. If it they don't, then I would call it a very bullish signal. On the other hand, if rates start to go up, loan applications should drop abruptly, especially for the refinances.? Once again, if the applications rise anyway, I would consider it a very bullish signal. Finally, the last scenario is for rates to fall, with or without new QE efforts from the Fed, and loan applications to? drop as well. That would be so bearish that we may well see a repeat of the Lehman collapse.


2. Single family vacancy rate. ?This is a far more difficult indicator to follow, since no one has ever collected these data. The Federal Reserve has some type of a number in its quarterly Z.1 Flow of Funds Accounts but it is hopelessly outdated and meaningless for specific markets. I may have to rely on unquantifiable surveys or other anecdotal observations for this indicator.

Using Las Vegas as an example, during the last four months, there were 17,254 sales. Almost exactly half of those were sold to investors while just over 50% of the transactions were for cash. Vegas is a second home market, so a number of these absentee buyers may have no intention of ever renting out their purchases. However, according to Dataquick:

?There were 44 buyers in December 2012 that each purchased three or more homes, but only eight of them bought 10 or more. Combined, the eight buyers who purchased 10 or more homes in December 2012 acquired 185 homes, or about 36 percent of all homes bought by multi-home buyers. In December 2011, two purchasers bought more than 10 homes, buying a total of 38 properties.?

How many of these purchases are flips? The current market condition is simply not strong enough to make flipping profitable, especially with such high volume. Therefore, there could be over 1,000 single family homes added to the rental pool every month if this pace continues, maybe even more. How many can Las Vegas absorb?? Here is the problem, there is no source for consistently reliable data so we have to rely on rough estimates, using what is available. Single family rentals may be handled by a real estate broker, a professional property manager or simply by a sign in the front yard put up by the owner. According to this Realtor's website, there are 4,782 single family homes, respectively condos for rent in Vegas, not counting apartments. That is a lot of rentals for a population of just over half a million.

Similarly, investors are purchasing about 30% of the Southern California market with cash transactions reaching 35% in December. In what is perhaps the hottest market of all, Phoenix, investors are buyers in about 37% of the? sales, while cash transactions are now over 40%.

Even though the demand for single family rentals should be rising as a result of economic conditions and demographics, this demand is finite. If the price of gasoline is lower, consumers may drive more. For housing rentals, if the rent is lower, renters may rent a bigger house, but still have no reasons to rent two or three houses. In my opinion, the current demand for single family rentals is far below the current pace of conversions from owner-occupied homes to rentals. Will bulk investors cannibalize each other by lowering rent, hence not meeting their yield projections? Will bulk investors stop buying, or will they keep going as long as OPM* is available?

In summary, the combination of investor purchases and mortgage rates should continue to dictate market conditions in the immediate future. I believe both are unsustainable, but just like with the subprime bubble, it can take a while before funds are exhausted from the bulk buyers and QE is proven to be ineffective in keeping rates low. By keeping an eye on the above indicators, we should have some advance signal that should tell us if the recovery is real or a new bubble.

Suit: Hospital granted request for no black nurses

FLINT, Mich. (AP) ? An African-American nurse claims a Michigan hospital agreed to a man's request that no black nurses care for his newborn.

Forty-nine-year-old Tonya Battle tells the Detroit Free Press she didn't know how to react when she learned about the request in October at Hurley Medical Center in Flint. Battle sued last month in Genesee Circuit Court seeking punitive damages.

Battle's lawsuit claims a note was posted on an assignment clipboard reading "No African American nurse to take care of baby." She says it was later removed, but claims black nurses weren't assigned to the baby's care for about a month.

Hurley President Melany Gavulic said in a statement Tuesday the father showed Battle's supervisor a swastika tattoo, which angered the staff. She says supervisors were concerned for the staff's safety.

Previously available in the Firefox betas, the HTML5-based PDF viewer has now made it into the stable release with the launch of Firefox 19 for Windows, Mac and Linux today. This new PDF viewer, which is the result of a research project named PDF.js, makes use of the standard HTML5 APIs to allow the browser to quickly render standard PDF files without the need for a plugin like Foxit Reader or Sumatra PDF.

Apple, Facebook & Twitter Hacked, Probably Because of This One Site

It?s always stunning when one of the world?s most prominent tech companies gets inflitrated. When several get breached one after another, it?s positively jaw-dropping. But that?s precisely the scenario we?re looking at, with Apple, Facebook and Twitter all falling victim in quick succession to security cracks.

What?s going on here? Well, despite what you might think, these may not be individually targeted attacks. In fact, according to The Wall Street Journal, it looks like the culprit may be one compromised website that the staffers at all these companies visited. It makes sense, considering the site is geared around mobile development. And that?s also what?s scary about this: It?s a forum about mobile development, i.e., the hottest corner of the tech industry right now. In other words, it?s very likely that more companies ? not to mention individual professionals and fans ? could be affected before the threat is neutralized.

And that?s what makes the revelation dicey. Is it better to keep the URL under wraps, to protect and prevent curious types from hitting it up and possibly running into trouble? Or should the website be publicized, to warn people away from it?

Well, like WSJ, we?re going somewhere in the middle by posting the name: iPhoneDevSdk,. If you want the actual URL, it?s not hard to figure out, but we?re not going to link to it, or recommend that anyone go there. So consider yourself warned: It is unclear if the site is now secure, so do yourself a favor and stay away from it. And if you know anyone with a deep interest in mobile development in general, or iPhone development in particular, be sure to spread the word.

Facebook confirmed that its employees had visited the site. Malicious code (injected into the HTML) used an exploit in Oracle?s Java plugin to infect their laptops. This was a recurrent theme, as Apple also noted an exploit in the Java plugin for browsers and issued a security patch for Mac users. For its part, Twitter also warned users to disable Java inside of their browsers.

Texas woman arrested after 911 call asking for more cigarettes

GRANBURY, Texas (AP) ? Authorities in North Texas say a 48-year-old woman called 911 to have a deputy deliver cigarettes to her home.

Hood County sheriff's Lt. Kathy Jividen says the woman, a Granbury resident, called 911 on Feb. 11 asking for the cigarettes. Jividen says the woman instead received a visit from two deputies and was arrested.


She was charged with a misdemeanor count of abuse of 911. She was later released from the Hood County jail on a $1,000 bond.

Jividen says the caller was "very intoxicated" when she dialed 911.

Granbury is about 65 miles southwest of Dallas.

It will feature a new 1.6-litre THP 260bhp engine, with an efficiency that will set a new industry benchmark for this class of car. The target is for a specific power of 160bhp/litre, among the highest in the world for a production vehicle, and emissions expected to be just 155g/km.

In the great tradition of Peugeot supercars, the Onyx will take the breath away of visitors to the 2013 Geneva Motor Show. Under its radical and sculpted silhouette hides the heart of an athlete: built on a carbon shell, the 3.7-litre 600bhp V8 HDi hybrid engine is mounted in a rear central position and mated to a six-speed sequential gearbox.

At 4.65m long and riding on 20-inch wheels, the bodywork stands out because of the contrasting materials and colours: pure copper for the wings and doors, matt black carbon for the other body panels.
