Pope appeals for peace, end to Korea tensions, in Easter message

VATICAN CITY (Reuters) - Pope Francis used his first Easter Sunday address to call for peace in the world and appealed for a diplomatic solution to the crisis on the Korean peninsula.

In his first "Urbi et Orbi" (to the city and the world) message, Francis also called for peace between Israelis and Palestinians, an end to the civil war in Syria, and political solutions to conflicts in several African countries.

The former Cardinal Jorge Bergoglio of Argentina, who has made defense of nature an early hallmark of his pontificate, also condemned the "iniquitous exploitation of natural resources" and urged everyone to be "guardians" of creation.

Francis delivered his message from the central balcony of St. Peter's Basilica - the same spot from where he first appeared to the world as pope after his election on March 13 - to a crowd estimated by the Vatican at least 250,000 people.

"Peace in Asia, above all on the Korean peninsula: may disagreements be overcome and a renewed spirit of reconciliation grow," he said, speaking in Italian.

North Korea said on Saturday it was entering a "state of war" with South Korea. Tensions have been high since the North's new young leader Kim Jong-un ordered a third nuclear weapons test in February, breaching U.N. sanctions and ignoring warnings from North Korea's sole major ally, China, not to do so.

Francis, who has brought a more simple and personal style to the papacy, said the message of Easter is that faith can help people transform their lives by letting "those desert places in our hearts bloom".

"How many deserts, even today, do human beings need to cross! Above all, the desert within, when we have no love for God or neighbor, when we fail to realize that we are guardians of all that the creator has given us and continues to give us," he said.

Earlier, at a Mass in a square bedecked by more than 40,000 plants and flowers, the pope wore relatively simple white vestments, as opposed to his predecessor Benedict, who preferred more elaborate robes.

The huge crowd spilled out of St. Peter's Square and into surrounding streets and included many who had come to see a pope they hope could give a new start to a Church that has been marred by scandals involving sexual abuse of children and allegations of corruption.

"It's a new pope and new beginning," said Tina Hughes, 67, who came to Rome with her family from Nottingham, England to see the pope. "I think he brings something special. He connects with people. I feel good about him."

Francis, who took his name in honor of St. Francis of Assisi, who is revered as a symbol of austerity and the importance of the natural world, said:

"Peace in the whole world, still divided by greed looking for easy gain, wounded by the selfishness which threatens human life and the family, selfishness that continues in human trafficking, the most extensive form of slavery in this 21st century.

"Peace to the whole world, torn apart by violence linked to drug trafficking and by the iniquitous exploitation of natural resources! Peace to this our Earth! May the risen Jesus bring comfort to the victims of natural disasters and make us responsible guardians of creation."

Easter Sunday, the day Christians believe Jesus was resurrected from the dead three days after his crucifixion, was the culmination of four hectic days of activity for the pope, during which he instituted several novelties.

On Holy Thursday, two women were included among the 12 people whose feet he washed and kissed during a traditional ceremony that had previously been open only to men.

Francis is still living in the same Vatican guesthouse where he stayed during the conclave that elected him the first non-European pope in 1,300 years, instead of moving into the regal papal apartments in the Vatican's Apostolic Palace.

He has also been inviting ordinary people to his morning Mass at the guesthouse, including Vatican street sweepers and gardeners.

So while the show is good for a few chuckles, some think Thursday?s episode went out of its way to attack the Tea Party.

How so? Let?s set the stage.

?The toughest part is that politics can be consuming during an election cycle, but we do it as a family (knock doors, campaign, even speeches). Gina Loudon called it quits halfway though taping and decided that being swapped into a polyamorous family was just a bit too much for her.

But did the show really paint the Tea Party (via Gina Loudon) in an unfavorable light?

?The show definitely cut the polyamorous trio ? one dude living with his wife, his kids,?and his girlfriend ? to be the ?normal? ones. And the sympathetic ones,? writes conservative blogger Ace.

And Ace isn?t alone when he writes that the disastrous episode?s purpose was to paint Tea Partiers in an unflattering light. Conservative radio host Rush Limbaugh is right there with him.

?The Tea Partiers are painted as the Bible-thumping freaks, and the polyamorous family portrayed as the open-minded, full of love, and sympathetic bunch,? Limbaugh said Friday. The Loudons are ?painted as intolerant, Bible-thumping prudes.?

PSA Oculus Rift development kits now shipping, some may have already arrived

Oculus Rift is in the mail! Development kits began shipping to customers on Wednesday, and even if you have yet to receive a tracking number of your own, a kit may very well be on its way. The Oculus team has been "tied up at GDC" this week, which explains the delay in sending out tracking info, but folks taking care of logistics have apparently been hard at work, prepping some 10,000 development kits for shipment. Of course, not every set will be on its way to a developer right away -- it does take time to get that many kits out the door -- but if you're expecting one at your front porch, it's likely to arrive very soon. In the meantime, the Developer Center has opened up to devs, with access to the SDK, Unity and Unreal Engine integrations, forums, wiki and other documentation. The team also published a video of its SXSW panel in full for your enjoyment -- you can catch it just past the break.

Stocks in the S&P 500 are now at record low valuations; the market trades as cheaply as it did in 1980 as measured by price-to-earnings, or PE, ratios, trading at a PE ratio of 15.4 times earnings.

While retail stock investors have largely been stuck on the sidelines, the stock market has made new highs. But despite the upward surge, things aren't as rosy for Wall Street as one might suppose.

Although individuals have added almost $20 billion to U.S. stock funds so far this year, the amount is just 3.5 percent of the withdrawals since 2007, Investment News.com?reported, and compares with $44 billion placed with fixed-income managers in 2013, according to the Investment Company Institute.

Fund inflows tend to buttress the beliefs of those who think the stock market?s short-term bull run can continue. As the old adage goes, individual investors don?t make money in the market, they just borrow from the institutions for a while.

The lack of participation by retail investors in the continuing rally would seem to indicate we have yet to hit a top -- because the retail money has yet to hit the market.? And that?s the line of reasoning I would have used 10 years ago. ?But a lot has changed in 10 years.

There?s a growing sense of alienation between Wall Street and Main Street. Much of the alienation has to do with the lack of the right type of oversight on money and markets. That lack of confidence, which is largely political in nature, hurts PEs.

Last week, Attorney General Eric Holder, for example, announced he'd have difficulty prosecuting too-big-to-fail management, not because there was no violation of the laws, but simply because it might affect the economy at home and abroad.

"I am concerned that the size of some of these institutions become so large that it does become difficult for us to prosecute them when we are hit with indications that if we do prosecute -- if we do bring a criminal charge -- it will have a negative impact on the national economy, perhaps even the world economy," Holder told senators this month. "I think that is a function of the fact that some of these institutions have become too large."

So in other words, people like former Barack Obama economic capo, Democrat Jon Corzine, will be off the hook after his firm, MG Global, ?misplaced? $1.6 billion in customer-segregated accounts in one of the top 10 bankruptcies in the country?s history.

Water Gap recreation area to burn 234 acres south of Route 206 ...

The Delaware Water Gap National Recreation Area is planning a series of prescribed burns in coming weeks, Superintendent John Donahue said. About 528 acres of grasses, shrubs, and woodlands in Pennsylvania and New Jersey will be burned.

In Pennsylvania, the planned burn locations, totaling about 234 acres, include several tracts of land along River Road and just south of Route 206 near Milford.

The planned burn sites in New Jersey, about 294 acres, include tracts along Mountain Road near Flatbrookville and potentially Minisink Island.

Prescribed fire is an approved tool for natural resource management throughout the National Park System and is part of Delaware Water Gap National Recreation Area's fire management program. The primary objectives of the prescribed fire program are restoration and perpetuation of scenic and cultural landscapes ? including native plant species ? reduction of wildland fuel loading, and enhancement of wildlife habitats.

Depending on favorable weather conditions, the first burns, planned for the New Jersey sites, could start next week.

Because certain prescription parameters must be met (including wind speed, relative humidity, fuel moisture and drought index), it is not possible to precisely schedule prescribed fires in advance.

Roads, visitor use facilities and hiking trails may be temporarily closed while burns are underway.
Prescribed fire is often more effective than either manual or mechanical removal of fuels.
Air quality and smoke impacts will be monitored and only small areas will be burned in order to keep smoke to a minimum.

A minimum of six firefighters and one fire engine will be on hand throughout the period while the fire burns and will patrol the area until the burn is declared out. Assistance may be provided by firefighters from other National Park Service units, the U.S. Fish and Wildlife Service, the Pennsylvania Bureau of Forestry, the New Jersey Forest Fire Service, and the Nature Conservancy.

Copies of the prescribed fire plan are available to the public and may be obtained by calling the park's chief ranger's office at 570-426-2414.

Protective prion keeps yeast cells from going it alone

Most commonly associated with such maladies as "mad cow disease" and Creutzfeldt-Jakob disease, prions are increasingly recognized for their ability to induce potentially beneficial traits in a variety of organisms, yeast chief among them.

Now a team of scientists has added markedly to the job description of prions as agents of change, identifying a prion capable of triggering a transition in yeast from its conventional single-celled form to a cooperative, multicellular structure. This change, which appears to improve yeast's chances for survival in the face of hostile environmental conditions, is an epigenetic phenomenon?a heritable alteration brought about without any change to the organism's underlying genome.

This latest finding, reported in the March 28 issue of the journal Cell, has its origins in work begun several years ago in the lab of Whitehead Institute Member Susan Lindquist. In 2009, Randal Halfmann, then a graduate student in Lindquist's lab, identified dozens of proteins in yeast that have the ability to form prions. That research greatly expanded the known universe of prion elements in yeast, but it failed to answer a key question: What function, if any, do these prions actually have?

In search of an answer, Halfmann, now a fellow the University of Texas Southwestern Medical Center, and colleagues in the Lindquist lab attempted to exploit the fact that several of the prion-forming proteins they had identified acted to modify transcription of yeast genes. It stood to reason that if they could identify which genes were being regulated, they might be able to determine the prions' function.

"We looked at the five transcriptional regulators that are known to be prions in yeast, and we found that in fact, only one gene in the entire yeast genome was regulated by all five transcription factors," says Halfmann.

That gene, as it turns out, was FLO11, a key player in multicellularity in yeast. Indeed changes in FLO11 expression have been shown to act as a toggle, switching yeast from spherical to filamentous form. Halfmann notes that FLO11, which has been shown to be regulated by epigenetic elements, is also highly responsive to environmental stress. Knowing that the prion form of a protein is essentially a misfolded form of that protein, and that stressful conditions increase the frequency of protein misfolding and prion formation, the scientists began to consider the possibility that the prions themselves might be among the epigenetic switches influencing the activity of FLO11.

The group focused on one transcription factor known as mot3, finding that yeast cells containing the prion form of this factor, [MOT3+], acquired a variety of multicellular growth forms known to require FLO11 expression. This was a clear indication that prion formation was causing the differentiation of the cells and their subsequent cooperation. But what about the stress aspect of the hypothesis?

By testing yeast cells against a variety of stressors, the scientists discovered that exposure to a concentration of ethanol akin to that occurring naturally during fermentation increased [MOT3+] formation by a factor of 10.They also found that as the cells exposed to ethanol shifted their metabolism to burn surrounding oxygen through respiration, the prions reverted to their non-prion conformation, [mot3-], and the yeast returned to the unicellular state. In essence, prion formation drove a shift to multicellularity, helping the yeast to ride out the ethanol storm.

"What we have in the end is two sequential environmental changes that are turning on a heritable epigenetic element and then turning it off," says Halfmann. "And between those two changes, the prion is causing the cells to acquire a multicellular growth form that we think is actually important for their survival."

Lindquist, who is also a Howard Hughes Medical Institute investigator, has long argued that prions have played a vital role in yeast evolution and has amassed a body of strong supporting evidence.

"We see them as part of a bet-hedging strategy that allows the yeast to alter their biological properties quickly when their environments turn unfavorable," Lindquist says. She also theorizes that prions may play such roles beyond yeast, and her lab intends to take similar approaches in the hunt for prions and prion-like mechanisms that are potentially beneficial in other organisms.

For Lindquist lab postdoctoral scientist Alex Lancaster, who is also an author of the new Cell paper, these latest findings hint at a potentially novel approach to understanding basic mechanisms underlying the complexities of human diseases, including cancer, whose hallmarks include protein misfolding, epigenetic alterations, metabolic aberrations, and myriad changes in cell state, type, and function. Lancaster likens the opportunity to that of opening a black box.

"It's exciting to think that this could become another tool in the toolbox in the study of multicellularity," Lancaster says. "We know that some tumors are a heterogeneous population of cells and we know that tumor cells can evolve within in their environments to help ensure their own survival. This system could help us further understand the role of epigenetic inheritance within tumors and how it might be influencing cell-cell interactions and even affecting the effectiveness of drug therapies."

Police: Eiffel Tower evacuated after bomb threat

French police stand guard near the Eiffel Tower in Paris on March 30, 2013. The Eiffel Tower was evacuated after an anonymous phone call announced an attack, said a police source. The perimeter of the monument was secured and about 1,400 people were evacuated shortly before 9 p.m.

Police evacuated about 1,400 tourists and staffers at the Eiffel Tower for two hours after an anonymous individual called in a bomb threat Saturday, but people were later allowed to return.

French media reported police had lifted the security alert around 10 p.m. local time, saying the threat appeared to be a hoax. The public was allowed to return once investigators completed the search for suspicious devices.

The call received at 7 p.m. local time warned of a possible attack at 9:30 p.m. local time.

Investigators used sniffer dogs to search the Eiffel Tower for any explosive devices.

French police have received similar calls in the past and have always evacuated the famous tourist attraction as a precaution. The tower was evacuated at least once last year and twice in 2011, according to The Associated Press.

News website Le Parisien reported that police said the threat was called in from a telephone booth in a Paris suburb.

New York appeals ruling striking down big soda ban

New York City is asking appeals judges to reinstate a ban on supersized sodas and other sugary drinks, which was struck down by a Manhattan judge the day before it was to go into effect.

The city had vowed an appeal and said Thursday that lawyers had filed it late Monday.

In his decision on March 11, State Supreme Court Justice Milton Tingling said the 16-ounce limit on sodas and other sweet drinks arbitrarily applies to only some sugary beverages and some places that sell them.

"The loopholes in this rule effectively defeat the stated purpose of this rule," Tingling wrote in his ruling, which was seen as a victory for the beverage industry, restaurants and other business groups that called the ban unfair.

In addition, the judge said the Mayor Michael Bloomberg-appointed Board of Health intruded on the City Council's authority when it imposed the rule.

In its appeal, the city disputed those points.

"The rule is designed to make consumption of large amounts of sugary drinks a conscious and informed choice by the consumer," it said. "Thus, although a consumer is free to consume more than 16 ounces by ordering a second drink, getting a refill, or going to another store, he or she will be making an informed choice."

The city also said the Board of Health had legislative authority, and "is empowered to issue substantive rules and standards in public health."

Said American Beverage Association spokesman Christopher Gindlesperger, referring to the initial decision overturning the ban, "We feel the justice's decision was strong and we're confident in the ruling."

Also on Thursday, the city announced that other organizations had filed legal briefs in support of the city's appeal. Those organizations include the National Alliance for Hispanic Health and the National Association of Local Boards of Health, as well as 30 others.

Bloomberg has made public health a cornerstone of his administration, from requiring calorie counts to be posted on menus and barring trans fats in restaurant foods.

The eponymous "Smart car" has been buzzing around city streets in the US for over five years now. It's actually called the Fortwo, thanks to its limited seating capacity, and while it didn't prove to be an immediate hit, sales have been steadily increasing. An electric version of the car has been available in limited numbers overseas for years now, but finally this year it's coming to the US. And this is it. We got a chance to drive a green vinyl-wrapped Smart Electric Drive around some city streets ahead of the opening of the New York International Auto Show and came away reasonably impressed by this $25,000 EV -- the cheapest on the market. It's worth noting that the EV version of the Smart Fortwo has been available in Europe for a few years now, but Smart is only now seeing fit to ship it to the US. Thankfully, it's doing it in a big way. Starting this spring, the Smart Electric Drive will hit limited US dealers before spreading through the rest of the country through the summer, meaning regardless where you live you'll be able to buy one -- eventually. And, at $25,000 (not including the $7,500 tax credit), this is an EV your average driver can actually afford.

That said, it's probably not offering enough range to be everyone's primary car. With just a 68 mile combined range you won't be able to do much road-tripping, but for running about in the city and short commutes it should be just fine. And, for those duties it's quite well suited. The car lacks the kind of power needed to be an overtaking master on the highway, it accelerates quickly away from a stop and has plenty of torque to make it a fun little thing to drive.

That said, the driving experience wasn't all joy. The amount of regenerative braking, which slows the car and charges the battery when you lift off the gas, isn't adjustable like it is in the Chevy Volt or the Audi A3 e-tron. However, light application of the brake will temporarily boost regeneration. Push harder and you'll get a very unsatisfactory feel. The brake pedal is unusually stiff, like stepping on a block of wood, which does not equate to good feedback. It does, at least, stop well enough.

Did we mention the size? The Smart Electric Drive is incredibly tiny, just like its Fortwo predecessor, which makes it ridiculously easy to park and make your way through the urban slalom without breaking a sweat. It's also available as a convertible, the only drop-top production EV in the US.

If you're convinced, Smart will be happy to take your pre-order information now, but we'd recommend taking a long, hard look at your driving needs before signing anything. You can get up to about 75 miles if you drive carefully, but even that isn't far.

When a business hires a contractor, it?s not exactly like heading to the mall for a new pair of shoes. It?s a really big decision with a long sales cycle. And it?s a decision that often involves a lot of people, a lot of politics, a lot of money and therefore a lot of research.

New prospects come from many places ? referrals, lists, trade show introductions, advertisements, Google searches. However they find you, they still need to qualify you. What?s your reputation? What similar work have you completed for other clients? Can you meet their budget requirements? So while a buyer of construction services researches, evaluates their options and narrows down their decision to a handful of potential contractors, what can you be doing to influence their buying decision?

You can qualify your business and educate your buyer with resources designed just for them. And there is no better avenue for this content marketing approach than your company?s website.

Help your prospect research

Whether they find you on your own or through referral, prospective customers in the research stage need to qualify your business. They want to learn about you and believe that you?re potentially a good fit before they go any further. Descriptive website pages about your services as well as articles (blog posts) that demonstrate your philosophy and expertise are the perfect formula to capture their interest for the first time.

Help your prospect evaluate

I mean descriptive overviews of your client?s problem, how you solved it and what results you delivered. Did you come in under budget? Ahead of time? What hurdles did you overcome along the way? And what did your client have to say about working with you? This is what evaluators want to learn. White papers and more technical, detailed blog posts will also help move you onto their short list.

Help your prospect make a buying decision

Sometimes it comes down to low bid. We get it. But our work with construction industry businesses (particularly those targeting the private sector) has shown us that something needs to set you apart. What can you offer that helps shift a buyer?s focus to you? If your business provides free consultations, site visits, audits or other conversation-starting services, it?s a no-brainer to represent these entry-point offers on your website. Detail them on pages equipped with lead-capure opportunities and ask your prospect to inquire.

MILWAUKEE (AP) ? Kobe Bryant has a bone spur in his left foot.

Following Los Angeles' 113-103 loss to the Milwaukee Bucks on Thursday night, the Lakers revealed the injury. He left the arena using one crutch, but appeared to be walking without pain.

Bryant led the Lakers with 30 points, leaving him four points behind Wilt Chamberlain for fourth place on the NBA's career list. Bryant played 36? minutes and didn't show any signs of difficulty during the game.

"Inflamed on me. I'll be all right," Bryant told Yahoo Sports.

Bryant struggled from the field, going 6 of 17, but made 18 of 20 free throws.

The Lakers are eighth in the Western Conference, a half-game ahead of Utah for the final playoff spot.

Need new employees? Hire the ones you let go ? Business ...

woman holding hired signThe economy is like a pendulum, and when it starts to swing back toward prosperity?as it appears it has started to do?your organization might miss some of those talented employees you had to let go during the recession.

Why not hire them back? You can source, hire and train new employees, but there?s something lost?something more than productivity?when you let a long-time staff member go. It?s the experience, insight and industry knowledge that walked out with every pink slip you issued.

Adding to your troubles, talented people who survived the layoffs and stuck by your side through rough times may now be recruiting targets for other companies that are in the same boat as you.

So you need to add talent. Solution: Hire some former employees.

The boomerang boost

First thing to do: Create an employee rehire policy. Keep it simple. Start by determining why an employee left the organization. Ask if the person?s former manager would consider rehiring him or her. Tip: Build this question into the exit process for every employee so it will be easy to find qualified rehire candidates in the future.

Rehires, often referred to as a boomerang employees, may come back to your organization in the same or a different role. The great benefit to the organization: They already understand its culture, know what is expected and are familiar with the work environment.

Don?t limit your consideration of rehires to employees let go in a layoff.?Other candidates are those who left for what seemed like greener pastures or people who retired and then realized they weren?t quite ready for that.

Coach?s call-back

Inviting them back could immediately boost your company?s productivity and talent. I call this the Coach Snyder Effect.

Bill Snyder became head football coach of the Kansas State Wildcats in 1989. What Snyder did for the Wildcats is nothing short of legendary, and his list of awards and accomplishments through the years are amazing. But in 2005, Snyder retired and Kansas State tried to move on.

It didn?t. In fact,?the team took a nosedive. Soon, calls for Snyder to return from retirement started churning. And in 2009, the popular coach returned to the sidelines?a rare return in college football. Kansas State football has made a quick return to glory. Not a shabby performance for any coach, let alone for one who had already retired.

Former Starbucks CEO Howard Schultz has a similar story. He returned to lead the coffee chain in early 2008 when it was struggling. Upon his return, he made tough management calls that resulted in store closures, layoffs and menu changes. This boomerang made an impact, as Starbucks sales have continued to soar since his return.

Another successful boomerang is Jay Leno, who retired as host of ?The Tonight Show? in 2009, making room for replacement Conan O?Brien. But ratings suffered, and Leno reclaimed his old position to positive reviews a year later.

Stay in touch with alums

Should you bring back your organization?s lost employees? Before you start sifting through past-employee files:

  • Establish a line of communication. Keep in touch with your organization?s ?alumni.??Consider setting up a LinkedIn alumni network or publishing an e-newsletter that goes out periodically to former employees.
  • Demonstrate value. Offer something of value to your alumni community to engage former employees and to spark a conversation between them and their former managers. Examples: a free r?sum?-writing class or webinar.
  • Build a rehire database. Like a talent pipeline within your organization, your rehire database can include ratings, information and insights from previous managers. Build a ?most-wanted? list and target your ?must hires.?

(AP) ? "Journey" arrived on top at the Game Developers Choice Awards.

The artsy video game developed by thatgamecompany swept the 13th annual ceremony Wednesday with six wins, including game of the year and the innovation award. "Journey" was also honored for best audio, game design, visual arts and as best downloadable game.

"I really think the success of 'Journey' is because we're standing on the shoulder of the giants," said "Journey" designer and thatgamecompany co-founder Jenova Chen.

The wordless but emotional downloadable PlayStation 3 game casts players as a mysterious scarfed figure that must trek across a desert, through temples and toward a towering mountain. Other players appear online in the game, but they aren't able to communicate with words or sound.

"If you've played the game, you can imagine how difficult it was for the team to go through it," said Chen. "Particularly at the mountain, right before the end. It was very, very stressful. I actually had to go see a psychiatrist."

Selected by a jury of game creators, the Game Developers Choice Awards honor the best games of the past year.

Other winners at the Moscone Convention Center ceremony included Ubisoft's island shoot-'em-up "Far Cry 3" for best technology, Telltale Games' interactive zombie drama "The Walking Dead" for best narrative, Fireproof Studios' puzzler "The Room" for best handheld/mobile game. Arkane Studios' stealthy revenge tale "Dishonored" won the inaugural audience award, which was chosen by online votes.

Ray Muzyka and Greg Zeschuk, masterminds of such seminal role-playing games as "Baldur's Gate," ''Knights of the Old Republic" and "Mass Effect," were honored with the lifetime achievement award.

"Spacewar!" developer Steve "Slug" Russell received the pioneer award for his contribution to video games. Russell's "Spacewar!" was created in 1962 and is considered to be among the first digital computer games.

Chris Melissinos, creator of the Smithsonian American Art Museum's "The Art of Video Games" exhibit, was presented with the ambassador award, which recognizes individuals who have helped advanced the gaming industry.

"Thank you to all the game creators who have provided me with a lifetime of inspiration," Melissinos said while accepting his trophy. "You've had a much larger impact on the world than you may believe."

GOP moves to plug technology gap with Democrats

WASHINGTON (AP) ? Embarrassed by how the last presidential election exposed their yesteryear technology, Republicans are turning to a younger generation of tech-savvy social media experts and software designers to improve communications with voters, predict their behavior and track opponents more vigorously.

After watching President Barack Obama win re-election with help from a technology operation unprecedented in its sophistication, GOP officials concede an urgent need for catch up.

"I think everybody realized that the party is really far behind at the moment and they're doing everything within their realistic sphere of influence to catch up," said Bret Jacobson, a partner with Red Edge, a Virginia-based digital advocacy firm that represents the Republican Governors Association, the U.S. Chamber of Commerce and the Heritage Foundation.

Democrats began using related technology years ago, giving Obama a significant advantage last fall in customizing personalized fundraising and get-out-the-vote appeals to prospective supporters. With the blessing of party leaders, a new crop of Republican-backed outside groups is developing tools to do the same in 2014 and 2016.

Alex Skatell, former digital director for the GOP's gubernatorial and Senate campaign operations, leads one new group that has been quietly testing a system that would allow Republicans to share details about millions of voters ? their personal interests, group affiliations and even where they went to school.

With no primary opponent last year, Obama's re-election team used the extra time to build a large campaign operation melding a grass-roots army of 2.2 million volunteers with groundbreaking technology to target voters. They tapped about 17 million email subscribers to raise nearly $700 million online.

Data-driven analytics enabled the campaign to run daily simulations to handicap battleground states, analyze demographic trends and test alternatives for reaching voters online.

Republican presidential nominee Mitt Romney, in contrast, had only a few months after a lengthy primary fight to try to match Obama's tech advantage. He couldn't make up the difference. Romney's technology operation was overwhelmed by the intense flow of data and temporarily crashed on Election Day.

A 100-page report on how to rebound from the 2012 election, released last week by Republican Party Chairman Reince Priebus, includes several technology recommendations.

"The president's campaign significantly changed the makeup of the national electorate and identified, persuaded and turned out low-propensity voters by unleashing a barrage of human and technological resources previously unseen in a presidential contest," the report said. "Marrying grass-roots politics with technology and analytics, they successfully contacted, persuaded and turned out their margin of victory. There are many lessons to be learned from their efforts, particularly with respect to voter contact."

Skatell, 26, is leading one new effort by Republican allies to fill the void. His team of designers, software developers and veteran Republican strategists is now testing what he calls an "almost an eHarmony for matching volunteers with persuadable voters" that would let campaigns across the country share details in real time on voter preferences, harnessing social media like Facebook and Twitter.

Other groups are working to improve the GOP's data and digital performance.

The major Republican ally, American Crossroads, which spent a combined $175 million on the last election with its sister organization, hosted private meetings last month focused on data and technology. Drawing from technology experts in Silicon Valley, the organization helped craft a series of recommendations expected to be rolled out later this year.

"A good action plan that fixes our deficiencies and identifies new opportunities can help us regain our advantage within a cycle or two," said Crossroads spokesman Jonathan Collegio.

A prominent group of Republican aides has also formed America Rising, a company that will have a companion "super" political action committee that can raise unlimited contributions without having to disclose its donors. Its purpose is to counter Democratic opposition research groups, which generated negative coverage of Romney and GOP candidates last year.

America Rising will provide video tracking, opposition research and rapid response for campaign committees, super PACs and individual candidates' campaigns but does not plan to get involved in GOP primaries. It will be led by Matt Rhoades, who served as Romney's campaign manager, and Joe Pounder, the research director for the Republican National Committee. Running its super PAC will be Tim Miller, a former RNC aide and spokesman for former GOP presidential candidate Jon Huntsman.

Romney and several Republican candidates were monitored closely by camera-toting Democratic aides during the campaign, a gap that Miller said American Rising hopes to fill on behalf of Republicans.

Brad Woodhouse, a spokesman for the Democratic National Committee, said his party has "a several years' lead on data and analytics infrastructure and we're not standing still."
